2.落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目是專門面向中小企業(yè)采購，評審時中小企業(yè)均不執(zhí)行價格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve a certain share, increase the proportion of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at procurement for small and medium-sized enterprises. During the evaluation process, small and medium-sized enterprises will not offer price discounts or promotions. (2) Support welfare units for the disabled and treat them as small and micro enterprises.

The bidder must be a legal person or unincorporated organization legally established within China (branches are not accepted to participate in procurement activities in their own name for this project); 4. Bidders who meet the requirements stipulated in Article 17 of the "Guiding Opinions on Aligning with International High-Standard Economic and Trade Rules to Promote Government Procurement Reform in Pilot Areas" (Shanghai Financial Procurement [2024] No. 12) shall not participate in the procurement activities of this project; 5. This procurement does not accept consortium responses, and contract assignment and subcontracting are not allowed.
