項目概況/Project Overview：本項目擬為整機遙測天線環(huán)及遙測盤硬件配置進行招標。/The project proposes to Hardware Configuration of Whole Machine Telemetry Antenna Ring and Telemetry Disk.

現(xiàn)招標人資金已到位，具備了招標條件。/Now Funds have been put in place, the Project is with the bidding conditions.

3、*投標人資格要求 /Qualification Requirements For Bidder：

1) 遵守國家法律、法令和條例，在中華人民共和國境內(nèi)登記注冊的，具有獨立法人資格的企業(yè)或事業(yè)單位，提交營業(yè)執(zhí)照或事業(yè)單位法人證書復(fù)印件；境外投標人須提供有效的企業(yè)登記證明材料；

1) Comply with national laws, decrees, and regulations. For enterprises or public institutions registered within the territory of the People"s Republic of China and possessing independent legal person status, submit copies of the business license or public institution legal person certificate. Foreign bidders must provide valid corporate registration documents

2)投標人近3年（2023年1月1日至投標截止之日），須具有不少于1份與本項目相關(guān)的類似項目業(yè)績，須提供合同復(fù)印件（以合同簽訂時間為準，且內(nèi)容應(yīng)包括用戶名稱、項目內(nèi)容及合同雙方蓋章頁等關(guān)鍵信息）；

2) The bidder must have no fewer than one similar project performance record related to this project within the past three years (from January 1, 2023, to the bid submission deadline). A copy of the contract (based on the contract signing date, including key information such as the user name, project content, and the stamped pages of both parties) must be provided;

3）投標人應(yīng)為制造商或代理商；如為代理商，則應(yīng)取得制造商相應(yīng)制造商授權(quán)；

3) The bidder shall be the manufacturer or an authorized agent; if an agent, it must obtain corresponding authorization from the manufacturer;

4）境內(nèi)投標人提供中國人民銀行出具的銀行基本賬戶開戶許可證復(fù)印件或由為企業(yè)開立基本存款賬戶的銀行出具的具有企業(yè)其本存款賬戶編號的說明文件原件或復(fù)印件；

4) The domestic bidder shall provide a copy of the bank account opening license issued by the people"s bank of China. Or the copy of the explanatory document with the basic account number issued by the bank that opens the basic account;.

5）投標人須提供其開戶銀行在開標前三個月內(nèi)開具的資信證明，其中境內(nèi)的投標人提供由其開立基本賬戶的銀行開具的資信證明，如資信證明中明確注明復(fù)印無效的，則必須出具該資信證明原件；

5) Bidders must provide a credit certificate issued by their bank within three months prior to the bid opening. Domestic bidders must provide a credit certificate issued by the bank where they opened their basic account. If the credit certificate clearly states that a copy is invalid, the original copy of the credit certificate must be provided;

6）投標人須承諾使用招標人采購合同模板；

6) Bidders must commit to using the tenderer"s procurement contract template;

7）投標人應(yīng)提供《不參與圍標串標承諾書》（詳見：《附件3：不參與圍標串標承諾書》）；

7) The bidder shall provide the "Not Participating in Bid-rigging and Collusive Commitment"（see 《The attachment 4："Not Participating in Bid-rigging and Collusive Commitment"》）;.

8）投標人應(yīng)提供《供應(yīng)商知識產(chǎn)權(quán)聲明》（詳見：《附件4：供應(yīng)商知識產(chǎn)權(quán)聲明》）；

8) The bidder shall provide 《Supplier"s declaration of intellectual property rights》（see 《The attachment 4：Supplier"s declaration of intellectual property rights》）;.

4、本次招標不接受聯(lián)合體投標。/ Joint Bids is NOT Available.
